Parent-Teacher Association Constitution

1.Organization Name:

〔Po Leung Kuk Tin Ka Ping Millennium Primary School Parent-Teacher Association〕

3.Objectives:

  • 3.1 Strengthen the bonding between our school and families, promoting cooperation.
  • 3.2 Enhance friendships between parents and teaching staff.
  • 3.3 Discuss mutual concerns, collaboratively improving students’ learning and welfare, ensuring their all-rounded development in moral, intellect, physical fitness, social skills, and aesthetics.

4.Membership:

  • 4.1 Parent Members: Parents or guardians of students enrolled at our school for the current school year automatically become members.
  • 4.2 Honorary Members: Current teachers at our school. The current principal serves as an honorary advisor, with the right to attend meetings and express opinions.

5.Rights and Obligations of Members:

  • 5.1 All members have the rights to vote, be elected, propose, and deliberate.
  • 5.2 Members must comply with the constitution and all resolutions.
  • 5.3 Obligation to pay membership fees.
  • 5.4 Members can participate in all activities organized by the association.
  • 5.5 Right and obligation to attend general meetings.
  • 5.6 Members must not misuse the association’s name or actions that damage its or our school’s reputation.
  • 5.7 Membership automatically ceases if a member’s child no longer studies at our school.

6.Fees:

  • 6.1 Annual fee is HKD 80 (the financial year runs from September 1 to August 31 the following year; future fees will be decided by the general meeting).
  • 6.2 Fees are submitted per household.
  • 6.3 Parent members must pay the annual fee before November 1 each school year, the membership is valid until the last day of that financial year.
  • 6.4 No refunds for any fees paid if a member withdraws mid-year or if his/her child has left the school.

7.Organization:

  • 7.1 Authority: The general meeting of all members is the highest authority, with affairs handled by the Executive Committee.
  • 7.2 General Meetings:
  • 7.2.1 The annual meeting is held between May and July each year, with notifications sent out by the chairperson two weeks in advance. Failure to notify any eligible member does not invalidate the meeting.
  • 7.2.2 The quorum for all general meetings is one-eighth of total members. Valid proxies submitted by mail count as personal attendance. If the number of attendees is insufficient after thirty minutes, the meeting is canceled and rescheduled. The quorum for a rescheduled meeting is one-tenth of total members.
  • 7.2.3 The annual meeting’s main agenda includes announcing and electing the next Executive Committee, reporting on annual affairs, approving financial reports, and discussing proposals and ad hoc motions.
  • 7.2.4 A made-up general meeting can be convened by the Executive Committee or signed by at least forty members.
  • 7.3 Executive Committee:
  • 7.3.1 The committee executes and promotes the association’s affairs and may convene general meetings if necessary.
  • 7.3.2 Committee members are elected at the annual meeting, consisting of thirteen members: eight parent members and five teacher representatives. The principal is the honorary advisor, and others may be invited as advisors.
  • After the election, the new and outgoing committee should hold their first meeting promptly to elect their positions including:
    One Chairperson (elected by parent members) – represents the association and manages affairs.
    Two Vice-Chairpersons (one parent, one teacher) – assist the chairperson.
    Two Treasurers (one parent, one teacher) – manage finances, with annual reports presented to the general meeting.
    Two Secretaries (one parent, one teacher) – handle correspondence and meeting minutes.
    Three Recreation Officers (two parents, one teacher) – plan recreational activities.
    Three Liaison Officers (two parents, one teacher) – communicate with members.
  • 7.3.4 All committee members serve one-year terms (from September 1 to August 31); they may run for re-election but can only serve three consecutive terms. Teacher members serve one year, appointed by the school. If a member resigns, a substitute member may fill the role.
  • 7.3.5 Resolutions passed by the Executive Committee require the support of over half the present members to be valid.
  • 7.3.6 The committee must meet at least twice a year, with a quorum of half of the committee members.
  • 7.3.7 An annual report on the association’s affairs and financial status must be submitted to the general meeting.
  • 7.3.8 If the chairperson cannot perform duties temporarily, one of the vice-chairpersons must be authorized to act in their place.
  • 7.3.9 In case of a tie in votes during committee meetings, the chairperson may cast a deciding vote.

8.Finance:

  • 8.1 The association’s funds (including membership fees and donations) are used for developing the association, member welfare, and improving students’ learning and welfare.
  • 8.2 The financial year runs from September 1 to August 31 of the following year.
  • 8.3 The Executive Committee must deposit all funds in a bank chosen by the general meeting, and any checks must be jointly signed and stamped by any two of the following: chairperson, vice-chairperson, or treasurer, with one member being a parent and the other a teacher.
  • 8.4 At the end of each financial year, the treasurer must prepare a financial report, which is audited by a volunteer auditor and presented at the annual meeting.
  • 8.5 The Executive Committee may decide to allocate certain amounts from the association’s funds for school equipment or scholarships, with the principal having full authority over the allocated funds.
  • 8.6 If the association encounters debts or liabilities, the current Executive Committee will provide explanations and assume responsibility.

9.Appendix:

  • 9.1 Any amendments to the constitution may be discussed at the annual meeting and must be approved by a majority of attending members.
  • 9.2 Matters discussed and activities held by the association must not conflict with educational and relevant statutory regulations, the rules of Po Leung Kuk, or school administration.
  • 9.3 The association may be dissolved upon a decision by the general meeting, requiring approval from more than half of the members. Any surplus or assets shall be donated to the school or local charities as decided by the members.
  • 9.4 Members who violate the following may be warned or expelled by the Executive Committee:
    a) Violating the constitution.
    b) Breaching local criminal laws and being convicted.
    c) Misusing the association’s name for illegal acts.

10.Parent School Board Members and Alternate Parent Members:

  • 10.1 Election Method: Any parent member of the association is eligible to run for election by direct vote.
  • 10.2 Term: Two years, with the possibility of re-election, but only for three consecutive terms.
  • 10.3 Responsibilities: Manage the school’s administration and operations, reflect parents’ opinions, share decision-making authority, and attend board meetings.
